My car keeps overheating when driving on the street but not the motorway.?

I got a new radiator, new radiator hoses, sensor new temperature, new water pump and fan is running. When I drive on the streets, heats, but on the highway is right. Does anyone know what can be? Thanks for your help. PS It's a 2000 Saturn SL2 Thanks guys I think I solved the problem. When I put the fan cable to the neg and pos OP fan is neg running backwards.

That's usually a sign that your radiator fan or not working, or not working well enough. Do not could be spinning fast enough to cool your car. I'm assuming you check your level of fluid so.
